Skills Matrix
for Windows.
The same tool you can try in the browser, built as one Windows file that runs with no internet connection at all. Your matrix stays in a file you choose, on a drive you already back up.

What it does
A gap column tells you what's missing.
This tells you what stops.
-
Coverage risk
Flags every skill only one person holds, and every skill where the cover all sits on one shift. A line can be fully compliant on paper and still be one phone call from stopping.
-
Shift check
Pick a date, tick who's off, and see which stations can't be manned. Certificates are checked against the date you picked, so one that lapses next Tuesday shows up when you plan next Tuesday.
-
Training plan
Ranked by how much risk each move removes per step of training, so finishing someone who is nearly there beats starting from scratch. It also names who can do the training.
-
Expiry runway
Not "expires soon" but a month-by-month count forward, showing the month each skill drops below what your stations need.
-
Starts from your spreadsheet
Select the range in Excel, copy, paste. It reads ticks, crosses, 0–4, percentages and words like "competent". Category headings become groups.
-
Prints for the auditor
The matrix, the coverage report and the training plan all lay out for A4 with your company name and the date. CSV out for everything, plus an append-only audit trail.
Why IT can say yes
Built to be boring
to a security team.
- No network access
- The app makes no outbound requests. There is no telemetry, no licence check, no update ping and no crash reporting. Chromium's own background traffic is switched off by command-line flag.
- No listening port
- Most desktop apps with a web interface run a local web server. This one doesn't: the interface is served from inside the executable's own memory. Nothing binds a socket, so nothing shows up in a port scan.
- No installer, no admin rights
- One file. Nothing is written to the registry, nothing installs a service or a scheduled task, and it runs from a network folder or a USB stick. Removing it means deleting the file.
- Your data stays in your file
- You choose where the matrix lives, so your existing permissions and backups apply to it. Optional AES-256-GCM encryption with a passphrase we never see and never store, which is sensible, since a skills matrix is employee personal data under UK GDPR.
- One dependency
- Microsoft's own WebView2 control, which ships with Windows. There is no other third-party package in the build, so there is very little supply chain to audit.
- Checkable
- Every release publishes the SHA-256 of the exact file. Verify before you
run it:
certutil -hashfile BurleSkillsMatrix.exe SHA256

The tool is free.
Making it fit your site isn't.
If you want it reading your live training records, wired to your shift pattern, or sat on a screen by the line, that's the work we do. Fixed price, agreed before we start. And if you just want to use the free version and never speak to us, that's genuinely fine.
